seatbelts, dumping bed?

I'm needing to know if the seatbelts are functional or are they just velcro? Does the flat bed at the back have a functional tailgate and dump?

The seatbelts on the Fisher-Price® Power Wheels® Arctic Cat Battery-Powered Ride-On are velcro and it has a rear storage bed with working tailgate.
